Hi,
Try clearing token related files by issuing below commands and then try logging in.
CLEAR.FILE F.OS.TOKEN
CLEAR.FILE F.OS.TOKEN.USE
The same error is thrown on account of expired license otherwise.

Hi ,
This Error comes due to the expiry of Jbase / TAFC license. you can apply new license code for jbase / TAFC . undert /TAFC/R10/config/system.properties.
In this file at the bottom mention new license and try.
If the license issued for 20 users, if more than 20 members concurrently login - then message will appears while login to the T24.
If you are getting error while login to T24.
Then follow below steps.

Hi,
You can handle this at the user level. Set the TIME.OUT.MINUTES in the USER application to 5 or 10 minutes. Usually it will be 999 minutes. By changing this, the user who is idle for the time that you have specified will be timed out. So if the records in the OS.TOKEN reaches 20 then the idle users will be removed from the the OS.TOKEN automatically.

Manasa Urs

Also make sure the user logff and not just close the browser. If you logoff it will release the license.

setting restriction at USER>TIME.OUT.MINUTES to min should solve the issue.
