What do you mean under "impact"?
In brief, when COB is in progress you can't input deals (unless you have NS module).
If you face a fatal error, you might need a full restore - depending on the error severity.

if it is fatal error, can user still login to online system and input deal?
what do you mean full restore ? is it restore the full database ? what is the purpose of full restore ? after restore and re-run, the COB may execute without fatal error ?

Restore, correct the error reason (sometimes you can), run COB again. But then any deals input during COB have to be input again.

if the error should be fixed before re-run, then it is not necessary to restore database, then fix the problem, I can fix the problem immediately before rerun. why need restore

what if to resolve the problem you need to input or amend some deals from the last work day? Then you'll need the database exactly as it was before starting COB...
