It uses the information in $JBCDATADIR/databases

There are two files out of which "default" holds the current status for the "databases_defined" . . .

Thanks JPB,

But we had a problem in our environment where someone has executed a DB-SHUTDOWN command. We tried by reinstalling the jbase and TAFC but still we got the error message

"database is shutting down"

We were checking how the database status was retained even after reinstalling the TAFC and jbase.

kindly help me on this.

I never used shutdown and I can't imagine where else the information should reside.
Did you have a look into www.jbase.com/new/support/41docs/jBASE%20Dataguard.pdf , it's one of the better guides ...
