CHARGE ON FIRST FUNDING - ACCOUNTS

Dear colleagues: I need your help with this. 

This is an ACCOUNTS product. The bank want to charge the account with a service fee applicable at FIRST DEPOSIT (funding) and every year on anniversary.

I am struggling with the first deposit condition, because the fee is applied when the account is created and it goes to overdraft.

Your help will be greatly appreciated.
