Can not login in Desktop

We're trying to install T24 Desktop(R09, VERSION 1.5) in WIN 7, however, we encountered problem below:

1. Open desktop.
2. Set up 'Options -> Connections'. ( Protocol: Sockets)
3. Enter "Server" Column.
4. Press "OK".
5. Stuck at below.

6. then below error message come up.


After reviewing the posts here, I'm wondering if it's about " Negoc.txt", but we changed the Permissions to "FULL CONTROL", this problem still occur.
Below is the content of our Negoc.txt.
login: [uid]
Password: [password]
account name [] Account name demo
Old password [*] Old Password
New password [*] New Password
user name [uid]
password again [*] Confirm Password
GLOBUS Y 1
change : EBS-GUI 1
invalid -1 You entered an incorrect login name or password
login incorrect -1
TimeOut -2
Terminating -2

Any thoughts or ideas are highly appreciated, thank you!

Dear armin,

Thank you very much for reply.
Yes, we have set up jconman. T24 (jconman and tcserver) was set up in another computer, and Desktop has to connected to that computer.

In fact, Desktop was installed in other computers before, and all works fine.
The difference I can think of between this one and previous ones is that this one's OS is WIN 7(Simplified Chinese), and previous ones are Win XP(Simplified Chinese) or Win XP(traditional Chinese) and Win 7(traditional Chinese). I'm thinking if it's due to the language (Simplified Chinese), because the installation in Win XP(Simplified Chinese) was not done by me, and I'm wondering if I missed anything......
