Someone has to first translate all the helptext into Arabic using applications like STATIC.TEXT, DYNAMIC.TEXT, ASCII.VAL.TABLE, ASCII.VALUES etc... This has to be done by the client I guess as the Product owners may not do it you ( not sure about this)..

Also understand jBASE Internationalisaton from the JBASE pdf document that you can get by searching on the Internet.
